PROJECT: Citizen Engagement for Transparent Land Management in Rural United Territorial Communities of Ukraine

Oleksandra is a researcher in the Center for Innovations Development,  co-founder of the on-line course “E-Democracy in Ukraine: Online Participation at the Country and Community Level”. Oleksandra has been engaged in anti-corruption activities for a long time, involved in many open data hackathons, promoting the development of e-democracy and e-governance in Ukraine.

Citizen Engagement for Transparent Land Management in Rural United Territorial Communities of Ukraine

The aim of the project is to foster citizen engagement for transparent land management in rural United Territorial Communities, empower proactive communities for long-term cooperation towards implementation of high-quality and user-centered IT-solution for effective management of land resources and aimed at potentially increasing community budget revenues.

The topic of effective and transparent management of land resources is actual for Ukraine. Ukraine’s agricultural and land policies are undergoing significant changes in the near future. Local officials and citizens of United territorial communities (Hromadas) of Ukraine are discussing IT-solutions for better management of land resources based on GIS technologies. So, it is essential to study the problems and help Hromadas create a joint plan of measures to increase transparency in land management.

Project activities:

  • RESEARCH ACTIVITIES: Opinion Poll for Hromadas with eServices and research of problems of AHs, data mining, exploring the best practices of land management
  • EXPERT COMMUNITY BUILDING & KNOWLEDGE EXCHANGE: Facebook community, email settlers, online ideathon for participants from rural AHs, webinars, cooperation to create joint action plan to increase transparency in land management.
  • DISSEMINATION OF DATA & OPPORTUNITIES + PROGRESS MONITORING: Dissemination of online ideathon results, action plan, the research summary and opinion poll summary, webinars results, recommendations for local officials of AHs on increasing land management transparency

The expected result of the project is to help citizens become the driving force for increasing transparency in land management in Rural areas of Ukraine, to create a joint plan of measures to increase transparency in land management, to enable citizens’ access to to information about land resources.
