PROJECT: Smart ASMS | Smart Insights: Making Municipal Data Human

Maryna Teplova is a municipal data expert and digital resilience strategist focused on the intersection of data-driven governance and civic engagement. With over 5 years of experience managing the Automated System of Municipal Statistics (ASMS) for the Association of Ukrainian Cities (AUC), she has been at the forefront of tracking the socio-economic pulse of more than 1,000 Ukrainian communities. Her work transforms massive datasets, covering over 350 indicators, into operational insights for local officials.

Maryna’s career spans civil society leadership, business consulting, and analytical system development. As the former Executive Director of the NGO “Protection of the Right to Information,” she has a long-standing commitment to transparency and the right to access public information. She is also actively involved in shaping national policy, serving on the working group for the Concept of Local Statistics in Ukraine, where she advocates for the interests of local governments in the digital era.

Through her Fellowship project,  Maryna is pioneering the use of Generative AI as a “linguistic interpreter” for municipal data. Based on research involving 350+ community respondents, which revealed a 95% “statistical vacuum,” she is developing a system to bridge the “Alien Language” barrier. Her project automates the creation of “Civic Briefs” – plain-language summaries that explain what complex budget and demographic numbers mean for people’s daily lives.

By providing a “Filter of Truth” based on verified statistics, she helps communities counter disinformation and transition to Resilience 2.0 – a proactive approach to community planning.

Fellowship Summary: The aim of the project is develop and pilot an AI-powered MVP module for ASMS 2.0 (Automated Municipal Statistics System) that translates 15-20 municipal indicators into human-readable civic briefs, strengthening local transparency, accountability, and citizen participation.
